1) SUFFIX -cy replaces `-te', `-t', and `-tic' at the end of some adjectives to form nouns referring to the state or quality described by the adjective.

They were sworn to secrecy.

2) SUFFIX -cy is added to some nouns referring to people with a particular rank or post in order to form nouns that refer to this rank or post.

He is likely to retain the England captaincy.

...the chaplain of the university chaplaincy.
